Amending Title 20 of The Philadelphia Code, entitled “Officers and Employees,” by providing a civil service preference for the children of Philadelphia police officers and firefighters who were killed or who died in the line of duty; all under certain terms and conditions.

THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:
      SECTION 1.  Title 20 of The Philadelphia Code is hereby amended to read as follows:
TITLE 20. OFFICERS AND EMPLOYEES.

CHAPTER 20-1100. CIVIL SERVICE PREFERENCES.
§20-1101. Preference for Children of Police Officers and Firefighters.
(1)      The child of a Philadelphia firefighter or police officer who was killed or who died in the line of duty shall be accorded a preference in all civil service entrance examinations to the same extent such preference is granted to veterans.
(2)      The Civil Service Commission shall implement this Section by regulation, provided that such regulations shall define “child of a Philadelphia firefighter or police officer” to include natural and adopted children; stepchildren; and children to whom a police officer or firefighter stood in loco parentis.
      SECTION 2.      Subsection 20-1101(1) of The Philadelphia Code, as added by Section 1 of this Ordinance, shall take effect sixty days after this Ordinance becomes law. Subsection 20-1101(2) shall take effect immediately.
