THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

SECTION 1. Title 9 of The Philadelphia Code is amended to add Chapter 9-3100 to read as follows:

TITLE 9. REGULATION OF BUSINESSES, TRADES AND PROFESSIONS.

CHAPTER 9-3100. CERTIFIED ELECTRICIANS AND TELECOMMUNICATIONS TECHNICIANS.

§9-3101. Definitions.

(1) Certified Electrician. A person who obtains a valid Electrician Certificate in accordance with the requirements of this Chapter.

(2) Certified Telecommunications Technician. A person who obtains a valid Telecommunications Technician Certificate in accordance with the requirements of this Chapter.

(3) Electrician Apprentice Permits. Permits issued to electrician apprentices pursuant to the requirements of this Chapter.

(4) Electrical Systems. All electrical raceways, enclosures, conductors, wiring, utilization/distribution equipment, associated components, hangers, supports, devices and all other parts and components used in systems to transmit electricity, information, intelligence or light through conductors or fiber optic cables in or on buildings, structures, outdoors or on premises.

(5) Registered Electrician Apprenticeship Program. A program of apprenticeship skills training that is currently approved by and registered with the United States Department of Labor or a State Apprenticeship Council involving at least 8,000 hours of documented practical experience of work on electrical systems as this term is defined in §9-3101(9) of this Chapter; and at least 800 hours of classroom, shop or related instruction pertaining to work on electrical systems as this term is de...
