Urging that Flags at all City Owned Facilities be Flown Half-Mast Until all U.S. Troops Come Home from Iraq.

WHEREAS, Since the start of the war in Iraq, some 3,456 U.S. service men and women have died; and
 
WHEREAS, The death toll for May 2007 has risen to 113, making it the deadliest month so far this year-exceeded only by November 2004 with 137 deaths and April 2004 with 135 deaths; and
 
WHEREAS, Ten U.S. soldiers were killed on Memorial Day alone; and
 
WHEREAS, During the May Primary, Philadelphians voted by a margin of 5 to 2, that the U.S. Government should make year 2007, the time to redeploy U.S. Troops out of harm's way in Iraq; and
 
WHEREAS, The City of Philadelphia should be among those leading the way in calling for the safe return of U.S. Troops in Iraq by flying at half-mast, all flags at City owned facilities; now therefore
 
RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That Flags at all City Owned Facilities be Flown Half-Mast until all U.S. Troops Come Home from Iraq; and
 
FURTHER RESOLVED, That a copy of this Resolution be sent to President Bush and all Members of Congress.
