Title: November 29, 2007 To The President And Members Of The City Council Of Philadelphia: I am herewith returning to you, unsigned Bill Number 070543 and Bill Number 070544, which authorize the installation of all-way stop signs at the intersections of Avalon and Outlook Streets and Avalon and Lavender Streets. The Streets Department is required to comply with the PennDot regulations that, in turn, adopt the Federal Highway Administration's regulations on Uniform Traffic Control Devices. The Federal and State criteria require that an all-way stop control be warranted by an engineering study of traffic conditions which include information comprised from police accident records, traffic volumes, speed and sight distance. The Streets Department engineering study conducted regarding the two above-metntioned intersections concluded that the present day conditions at these locations do not satisfy articulated criteria to warrant installation of all-way stop controls. I am herewith returning to you, unsigned Bill Number 070543 and Bill Number 070544, which authorize the installation of all-way stop signs at the intersections of Avalon and Outlook Streets and Avalon and Lavender Streets.

The Streets Department engineering study conducted regarding the two above-metntioned intersections concluded that the present day conditions at these locations do not satisfy articulated criteria to warrant installation of all-way stop controls.  As such, the Streets Department cannot install the traffic stop controls
 
For the aforementioned reasons, I am returning these bills unsigned.
