Title
Proposing an amendment to the Philadelphia Home Rule Charter relating to civil service regulations to provide that, when eligible lists for appointments and promotions are established, those persons who have maintained a bona fide residence in Philadelphia for at least one year prior to the date of the examination shall prevail over all others who receive the identical test score; and providing for the submission of the amendment to the electors of Philadelphia.

WHEREAS, Under Section 6 of the First Class City Home Rule Act (53 P.S. §13106), an amendment to the Philadelphia Home Rule Charter may be proposed by a resolution of the Council of the City of Philadelphia adopted with the concurrence of two-thirds of its elected members; now therefore
RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That the following amendment to the Philadelphia Home Rule Charter is hereby proposed and shall be submitted to the electors of the City on an election date designated by ordinance:

The regulations shall provide for:

(f) The establishment of eligible lists for appointment and promotion, upon which lists shall be placed the names of successful candidates in the order of their relative excellence in the respective examinations, provided that any candidate who shall have maintained a bona fide residence in the City for at least one year prior to the date of the examination shall prevail over any other candidate with the identical score.
