THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

      SECTION 1.      The Fotteral Square Playground located between 11th Street, York Street, 12th Street, and Cumberland Street is hereby renamed and designated as the "James Young Memorial Playground."
