WHEREAS, In 1938, Independence Blue Cross issued its first Blue Cross identification card, and thus, began "to provide the responsive service, reliable health care coverage, and progressive products" that have gained Independence Blue Cross national prestige as a leader in the health care industry; and

WHEREAS, For 70 years, Independence Blue Cross has fulfilled its mission to the City of Philadelphia: "Building the health of our members and strengthening the well-being of our community by improving access to affordable, quality health care." The Company executes this mission in the Philadelphia region through its innovative programs, commitment to wellness, strong volunteerism, and strategic giving, including its contribution of $91 million to build the health of the community and help provide health care to lower-income adults and children; and

WHEREAS, Independence Blue Cross is dedicated to providing outstanding service, cost-effective health care coverage, and cutting-edge products to address the key challenge in health care: reducing the cost and increasing the quality of care, to keep people more healthy. One example of this ingenuity is the Independence Blue Cross wellness programs that offer education to children, to young adults, to parents, and to seniors, that provides advice on how to live healthy and keep "a positive sense of physical and mental well-being"; and
