Granting permission to the Trustees of the University of Pennsylvania, University of Pennsylvania Health System, 3624 Market Street, Suite 575 West, Philadelphia, PA 19104, for the installation of information signs and planters on the public sidewalk located on the 3400 block of Civic Center Boulevard, under certain terms and conditions.

THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:
SECTION 1. Permission is hereby granted to the Trustees of University of Pennsylvania, University of Pennsylvania Health System, to construct, own and maintain information signs and planters on the public sidewalk located on the 3400 block of Civic Center Boulevard as follows:
The encroachment consists of three (3) freestanding aluminum sign structures and five (5) planters. The signs will leave a clear pedestrian passage of 22 feet. The planters will leave a clear pedestrian passage of 10 feet. The information signs and planters shall be constructed as more fully described in the attached Exhibit "A."
SECTION 2. Before exercising any rights or privileges under this Ordinance, the Trustees of University of Pennsylvania, University of Pennsylvania Health System must first obtain all required permits, licenses and approvals from all appropriate departments, boards, agencies or commissions. No such department, board, agency or commission shall be required to issue any such permit, license or approval solely because this Ordinance has been enacted, it being the express intent of this Ordinance not to supersede any other provision of law governing the issuance of such permits, licenses or approvals. In addition, the Trustees of University of Pennsylvania, University of Pennsylvania Health System shall enter into an agreement ("Agreement") with the appropriate City department(s), in a form satisfactory to the Law Department, which shall:
