Amending Title 12 of The Philadelphia Code, entitled "Traffic Code," by amending Section 12-102 by adding definitions; adding a new Section, providing for certain requirements for block parties and festivals; and making certain technical changes, all under certain terms and conditions.

SECTION 1. Title 12 of The Philadelphia Code is hereby amended to read as follows:
