THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:
SECTION 1. Chapter 16-400 of The Philadelphia Code is hereby amended to read as follows:

CHAPTER 16-400. VACANT AND SURPLUS PROPERTIES.

ยง16-404. The Vacant Property Review Committee.

(4) The Vacant Property Review Committee shall determine what City surplus properties are suitable to effectuate the purposes of this Chapter and shall give its recommendation to the Commissioner of Public Property that these properties be made available for disposition in accordance with the provisions of this Chapter. At least thirty (30) days before it makes such determination with respect to any property, the Vacant Property Review Committee shall provide written notice to the Councilmember who represents the district in which the property is located that it is considering whether to recommend that such property be made available for disposition. Such written notice shall include a copy of the application for the property and all other documents relating to the property in the possession of the Vacant Property Review Committee. The Vacant Property Review Committee shall provide the Commissioner of Public Property with a copy of such notice at the time it gives its recommendation to the Commissioner. If the Vacant Property Review Committee fails to provide such timely notice with respect to any property, then (i) the Vacant Property Review Committee shall not be authorized to make any recommendation to the Commissioner of Public Property with respect to that property; and (ii) the Commissioner of Public Property shall not be authorized to convey such property without the further express authorization of the Council by ordinance or resolution, and nothing i...
