WHEREAS, Youth under the age of 18 may be victims of death, family evictions and other societal maladies; and
 
WHEREAS, There are many children who require temporary and permanent placement outside the home; and
 
WHEREAS, It is the responsibility of government to provide for its youth where family issues require attention; now therefore, be it,
 
RESOLVED, That the Philadelphia City Council Calls for Hearings before the Committee on Public Health and Human Services to Examine the Department of Human Services' Policies and Procedures Concerning Adoption and Foster Care.
