the Council of the City of Philadelphia:
 
      I am returning herewith as requested by your Resolution adopted May 20, 2010, Bill No. 090580-A, entitled “An Ordinance Providing for the submission to the qualified electors of the City of Philadelphia of the proposal set forth in a Resolution approved by Council proposing an amendment of the Philadelphia Home Rule Charter confirming Council's power to enact ordinances that (i) require the City, City contractors and recipients of City financial assistance to provide their employees a minimum level of pay and benefits, and/or that require certain or all City contracts to include provisions mandating compliance with such a requirement; and (ii) provide remedies for violations, including debarment from doing business with the City or receiving City financial assistance for a specified period of time; and authorizing Council to specify procedures for such debarments by conferring powers and duties on existing City agencies, including Council, or by creating new agencies for such purposes; and authorizing the appropriate officers to publish notice and to make arrangements for the special election,” for the purpose of reconsideration by the Council of the vote by which said bill passed Council.
