Transmitting a bill authorizing the Commissioner of Public Property, on behalf of the City, to execute and record a Declaration of Covenants, Conditions, and Restrictions against a portion of Pennypack Park on the Delaware, in favor of the United States, to protect bald eagles and other rare, endangered, or threatened birds, under certain terms and conditions, accompanied by an explanatory letter from the Commissioner of Public Property.
