Title
Authorizing Council's Committee on Law and Government to hold hearings to compare the benefits and drawbacks of outsourcing City construction and professional services contracts and to conduct a comparative analysis of proposed contracts in order to further the goals of cost efficiency and local job creation.
Body
WHEREAS, The City administration established a Recovery Act Steering Committee comprised of representatives from the Administration and City Council to monitor the use of Federal Stimulus funding to maximize the number of local jobs created; and
 
WHEREAS, Building on this successful model, the establishment of a permanent Request For Proposal (RFP) working group comprised of representatives from the Administration and City Council, could serve as a useful ongoing structure to assure that all the City's construction and professional services procurement opportunities create locally based employment; and
 
WHEREAS, An analysis of the City's procurement processes also needs to take place to evaluate whether contracting-out is a cost effective method for meeting the City's procurement needs and to what extent such outsourcing is necessary or required; now therefore,
 
RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That it hereby authorizes Council's Committee on Law and Government to hold hearings to compare the benefits and drawbacks of outsourcing City construction and professional services contracts and to conduct a comparative analysis of proposed contracts in order to further the goals of cost efficiency and local job creation.
