WHEREAS, Mrs. Vivian T. Miller is a life-long Philadelphia resident with deep roots in her West Philadelphia neighborhood, where she has resided in her current home for the past forty-three years; and

WHEREAS, She has been a community organizer and committed volunteer for numerous charitable causes including, The 954 Garden Club, the Girl Scouts, her local church, neighborhood schools and currently serves as a Trustee at Wayland Memorial Baptist Church; and

WHEREAS, She has been a prominent leader in the Democratic Party for some thirty-five years and Ward Leader of the City's 51st Ward for the past twenty-five years; and

WHEREAS, Mrs. Miller has served the citizens of Philadelphia in several roles during her long successful career including spending many years as a constituent services representative in the U.S. First Congressional District Office, the Philadelphia Board of Revision of Taxes and the Philadelphia City Commissioner's Office; and

WHEREAS, Her committed service continued when she became the Democratic Party's endorsed candidate for the elected office of the Philadelphia Clerk of Quarter Sessions, the first African-American woman elected to that Office, which she held for more than twenty-years, before she retired in March 2010; and

WHEREAS, The City of Philadelphia is a better place because of her dedicated service and the Philadelphia City Council is proud to acknowledge her exemplary career in public service; now therefore, be it,

RESOLVED, That the Philadelphia City Council hereby Recognizes Mrs. Vivian T. Miller for a Career of Public Service to the Citizens of Philadelphia in her Roles as Community Organizer, Ward Leader and Philadelphia Clerk of Quarter Sessions.
