WHEREAS, The Council of the City of Philadelphia is pleased to recognize and honor Richard "Dick" Gouldey on the occasion of his retirement following a distinguished career of twenty-eight years service to the citizens of Philadelphia; and

WHEREAS, Dick Gouldey is retiring from his position as Senior Photographer for the City of Philadelphia, Department of Records, on June 17, 2011; and

WHEREAS, Dick Gouldey is a native Philadelphian. He attended Germantown High School, after which he entered the United States Army. He served honorably for four years with the United States Army Security Agency, is a Vietnam veteran and served as Primary MOS Swahili language specialist and Secondary MOS Cryptography Analyst. Dick has a keen interest in boating and is a United States Coast Guard certified Captain. He teaches sailing and navigation and is an authorized instructor and examiner; and

WHEREAS, Dick Gouldey began his career with the City of Philadelphia on March 14, 1983, when he was appointed to the position of Photographer 1, in the Department of Records. He served in that same department for his entire career and was promoted to his current position, Senior Photographer, in 1988; and

WHEREAS, Dick Gouldey is married to Mary. They have one son, Kirby; now therefore

RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That we recognize and honor Richard "Dick" Gouldey on the occasion of his retirement after twenty-eight years of outstanding service to the citizens of the City of Philadelphia. Throughout his time with the City, he has shown great artistic talent with his photography and also has the ability to tactfully command the attention of his subjects and obtain excellent results under difficult and demanding conditions. We, in City Council, have deeply appreciated his fine efforts and his kindness and courtesy. He has truly earned our respect and gratitude; and
