Title
Authorizing the Commissioner of Public Property to acquire certain properties on the 1300-block of South Capitol Street, and on the 2000-block of Reed Street, and to enter into a multi-year redevelopment agreement with the Redevelopment Authority of the City of Philadelphia therefor, all under certain terms and conditions.

Body
WHEREAS, The City of Philadelphia, acting through the Philadelphia Water Department, has initiated the Green 2015 Program under which the City intends to add five hundred (500) green acres, in the form of open space, park lands, greenways and other natural areas within its borders by the year 2015;

WHEREAS, With the assistance of a grant from PECO Energy, and the cooperation of the Philadelphia Parks and Recreation Department and the Point Breeze Avenue Business Association, the Philadelphia Water Department is sponsoring the Point Breeze Orchard project as one of its Green 2015 projects;

WHEREAS, The Point Breeze Orchard will assist in accomplishing the goals of the Green 2015 Program as well as green development for the Point Breeze Community by providing for the installation of green infrastructure and park improvements, including the planting of trees, vegetable gardens and the installation of park benches, trash receptacles and other park improvements;

WHEREAS, In support of the development of the Point Breeze Orchard, the Point Breeze Avenue Business Association has or will enter into an agreement with the Department of Parks and Recreation to maintain the Point Breeze Orchard and the improvements located thereon;

WHEREAS, The properties known as 1324, 1326, 1328, 1330, 1332, 1334, 1336, 1338, 1340, 1342 and 1344 South Capitol Street, and 2025, 2027, 2029, 2033 and 2035 Reed Street ("the Properties") are currently owned by the Redevelopment Authority of the City of Philadelphia and are located within the area that is proposed to be developed as the Point Breeze Orchard;
