THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:
 
SECTION 1.  Title 20 of The Philadelphia Code is hereby amended to read as follows:

§20-103. New-Hire Payment of Debts Owed to the City.
 
(1)      As a condition of employment with the City, any person offered employment shall be required to certify that such person is either fully current on any and all debts owed to the City, the Philadelphia Gas Works or the Philadelphia Parking Authority, or has voluntarily entered into a Payment Agreement with the City, the Philadelphia Gas Works or the Philadelphia Parking Authority. Where the new-hire has agreed to allow the City, the Philadelphia Gas Works or the Philadelphia Parking Authority to withhold from the new-hire's paycheck (not to exceed 20% of the new-hire's bi-weekly gross pay), installment payments required under the Payment Agreement, no down-payment shall be required for the new-hire to enter into the Payment Agreement.
 
§20-[103] 104. Facsimile Signature.
 
 (1)     The Administrative Board may authorize any officer or employee to execute or attest any plans, agreements, contracts, bonds or other City records, as defined in Section 5-1100 of the Charter, by facsimile signature in lieu of manual signature. Such facsimile signature shall have the same effect as a manual signature.
