THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

SECTION 1. Title 11 of The Philadelphia Code is hereby amended to read as follows:

CHAPTER 11-100. GENERAL PROVISIONS

§ 11-105. Street Addresses.

(1) Except as provided in subsection (2) of this Section, any residential property, with six or fewer dwelling units, shall have the street address painted upon the curb of the street fronting the property so that the address is plainly visible and legible. For purposes of this Section, the street address shall consist of the numerals or alphabetical letters appearing in the address assigned by the Board of Revision of Taxes under Section 19-1304(2).

(2) Neighborhood Improvement Districts, established under the Community and Economic Improvement Act (53 P.S. §18101 et. seq.), and Special Services Districts, established under the Municipality Authorities Act (53 Pa.C.S. § 5601 et. seq.), that have established uniform rules for property identification, shall not be subject to the requirements of subsection (1) of this Section or to any related regulations, provided the uniform rules require all properties within such districts to display street addresses that are plainly visible and legible.

(3) Enforcement.

(a) The property owner shall be responsible for compliance with the provisions of this Section.

(b) Any person in violation of the provisions of this Section shall be issued a notice of violation in accordance with Section 1-112.

(4) Penalties. The penalty for a violation of this Section shall be no more than $100.00.
