Title
Authorizing the Director of the Office of Supportive Housing, on behalf of the City of Philadelphia, to file a proposal for 2012 Emergency Solutions Grant Program funding with the Pennsylvania Department of Community and Economic Development.
 
Body
      WHEREAS, The Homeless Emergency Assistance and Rapid Transition to Housing Act of 2009 (“HEARTH”) enacted into law on May 20, 2009, authorized the Emergency Solutions Grant (“ESG”) Program; and
 
      WHEREAS, The Commonwealth of Pennsylvania through the Department of Community and Economic Development (“DCED”) has received ESG program funds and is making these funds available to units of local governments for eligible emergency shelter activities; and
 
      WHEREAS, The City of Philadelphia desires to submit an application to DCED for ESG Program funds on behalf of homeless shelter housing and service providers; now, therefore, be it
 
RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, THAT:
 
      1.      The proposed projects, relating to shelter renovations and homelessness prevention activities, to be funded by a grant from the Pennsylvania ESG Program, are hereby eligible and approved.
 
      2.      The Director of the Office of Supportive Housing, on behalf of the City of Philadelphia, is hereby authorized and directed to execute an ESG Program application in the amount of $500,000 to the Pennsylvania Department of Community and Economic Development (“DCED”).
 
      3.      The City of Philadelphia will assume the responsibility for securing the required matching amount of project funds.
 
      4.      The City of Philadelphia will reimburse the Commonwealth for any expenditure found to be ineligible.
 
      5.      The Director of the Office of Supportive Housing, on behalf of the City of Philadelphia, is hereby authorized to provide such assurances, certificates, and supplemental data or revised data that DCED may request in connection with the application.
