THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:
 
SECTION 1.  Chapter 12-2700 of The Philadelphia Code is amended to read as follows:
 
 
CHAPTER 12-2700. PERMIT PARKING DISTRICTS.

§ 12-2703. Designation of Permit Parking Districts.

      (2)      Permit parking districts enumerated.

            (ab)      District 27 - The area bounded by the north side of Oregon avenue on the south, the south side of Morris street on the north, the west side of Broad street on the east and the Schuylkill River on the west.
 
      (ac)      District 28 - The area bounded by the south side of Oregon avenue on the north, the west side of Broad street on the east, the Schuylkill River to its intersection with Passyunk avenue on the west, and the Delaware River reserve basin on the south.
 
            (ad)      District 29 - The area bounded by the south side of Oregon avenue on the north, the Delaware River on the south and east, and the east side of Broad street on the west.
 
            (ae)      District 30 - The area bounded by the east side of Broad street on the west, the SEPTA Regional High Speed Line on the north, the north side of Girard avenue on the south, and the west side of Front street on the east.
 
            (af)      District 31 - The area bounded by the east side of 84th street on the west, the north side of Essington avenue on the south, the south side of Woodland avenue on the north, and the west side of 58th street on the east.
 
            (ag)      District 32 - The area bounded by the east side of Frankford avenue on the west, the north side of Harbison avenue on the south, the south side of Magee avenue on the north, and the west side of Torresdale avenue on the east.
 
            (ah)      District 33 - The area bounded by the south side of Washington avenue on the north, the north side of Morris street on the south, the Delaware River on the east, and the east side of 6th street on the west.
 
            (ai)      District 34 - The area bounded by the south side of Morris street on the north, the north side of Oregon avenue on the south, the Delaware River on the east, and the east side of 6th street on the west.
 
       (3)      Where permit parking districts abut, an overlapping zone shall be created, to extend one block into each of the abutting districts, in which permits from either of the abutting districts shall be valid.
 
§ 12-2704.  Posting of Signs.
 
       (a)      Upon designation of Council of a Permit Parking District, the Department of Streets shall erect signs which shall be of such a character as to inform an ordinarily observant person of the restrictions, but only on those blocks of a street on which at least one resident of each of at least [fifty-one (51%)] sixty (60%) percent of the dwelling units has completed a formal petition for designation of the block as a residential permit parking block.
 
      (b)      Residents of any block which is designated and posted for residential permit parking may elect to remove the designation and the signs if at least one resident of each of at least [fifty-one (51%)] sixty (60%) percent of the dwelling units located on that block has completed a formal petition for such removal.

SECTION 2. Effective date. This Ordinance shall become effective immediately, provided that the amendments to § 12-2704 of The Philadelphia Code, as set forth in Section 1, shall apply prospectively only.
