WHEREAS, Resolution 120263 (adopted April 12, 2012) authorized Council's Committee on Public Safety to conduct hearings on how Youth Courts could reduce juvenile recidivism rates, violence in schools, bullying and the costs of incarceration by engaging previously disconnected youth in a participatory and democratic system; and
 
WHEREAS, On June 19, 2012, Council's Committee on Public Safety held the hearing authorized by Resolution 120263; and
 
WHEREAS, A draft report setting forth the findings on the matters discussed at the June 19, 2012 hearing was filed with the Office of the Chief Clerk on October 15, 2012; and
 
WHEREAS, On October 16, 2012, the Committee on Public Safety met, adopted a final report, and issued the report to the full Council; and
 
WHEREAS, The Council as a whole now wishes to adopt the report issued by the Committee on Public Safety; now therefore,
 
RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That the report issued by Council's Committee on Public Safety on October 16, 2012 (Attached as Exhibit “A”) is hereby adopted.
