THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

SECTION 1. Chapter 20-1000 of The Philadelphia Code is amended to read as follows:

CHAPTER 20-1000. POLITICAL CONTRIBUTIONS AND EXPENDITURES

ยง 20-1006. Campaign Finance Disclosure.

(2) If a person or political committee directly or indirectly makes an expenditure or contribution for the publication or dissemination of any material that includes a candidate's name in a favorable light or in a negative light, such person or political committee shall file with the Board of Ethics a disclosure statement setting forth the amount of the expenditure or contribution and the names of all persons or political committees that have made any contributions within the previous twelve (12) months to the person or political committee making the expenditure or contribution, and the amounts contributed by each such person or political committee. If the expenditure or contribution was made exclusively out of a segregated account, the person or political committee making the expenditure or contribution need only disclose the names of any person or political committee that made contributions to the segregated account.

(a) The disclosure statements required by subparagraph (2) shall be filed in such form and at such times as shall be established by the Board of Ethics, provided that, with respect to any publication or dissemination of material within sixty (60) days prior to any general or primary election, the statement shall be filed no later than five (5) days after the making of the expenditure or contribution or the publication or dissemination of the material, whichever is earlier.
