Title
Authorizing the Fire Department, on behalf of the City of Philadelphia ("City"), as the Sponsoring Agency of Pennsylvania Task Force One, of the National Urban Search and Rescue Response System, to enter into multi-year agreements with Participating Agencies for the purposes of developing resources for emergency preparedness, and for the maintenance and readiness of the National Urban Search and Rescue Response System, under certain terms and conditions.

WHEREAS, Pursuant to federal law, including the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. ยงยง 5121 - 5206 (the "Stafford Act"), the U.S. Department of Homeland Security ("DHS"), acting through the Federal Emergency Management Agency ("FEMA"), operates the National Urban Search and Rescue Response System (the "System") in conjunction with state and local governments;

WHEREAS, In operating the System, DHS, through FEMA, develops and maintains task forces to respond to emergencies and major disasters.

WHEREAS, Pennsylvania Task Force One ("PA-TF1") is one such regional task force that responds to incidents of national significance.

WHEREAS, PA-TF1 has existed and operated since the early 1990's with the City of Harrisburg as the Sponsoring Agency. In its role as a Sponsoring Agency, Harrisburg was required to enter into agreements with various entities and individuals who would provide services necessary to fulfill the mission of the task force.

WHEREAS, In light of the recent economic hardships experienced by Harrisburg, it notified FEMA that it could no longer serve as the Sponsoring Agency for PA-TF1.

WHEREAS, The City, acting through its Fire Department has taken over for the City of Harrisburg as the Sponsoring Agency of PA-TF1 and has entered into a Memorandum of Agreement, dated August 18, 2011, with FEMA (the "MOA");
