Amending Title 14 of The Philadelphia Code, entitled “Zoning and Planning,” by revising parking requirements for driveways located in residential front yards, all under certain terms and conditions.

THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:
SECTION 1. Title 14 of The Philadelphia Code is hereby amended to read as follows:

(.a) General. Except as specified in § 14-803(1)(b)(.1)(.b) (Exceptions) below, accessory parking in Residential and Commercial Districts must comply with the requirements in this § 14-803(1)(b)(.1)(.a).

(.iii) Driveways [that provide vehicular access to accessory parking spaces] may be located in required front, side, or rear yards. Parking of personal automobiles is permitted in such driveways, notwithstanding any yard or setback requirements, provided the driveway leads to a space that: (a) complies with this Zoning Code; (b) was permitted via variance; or (c) was a legal non-conforming parking space as of January 1, 2014.
