THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:
 
      SECTION 1.      The Commissioner of Public Property is hereby authorized to convey fee simple title to that certain parcel or parcels of City-owned land, together with buildings and improvements located thereon, commonly known as the Family Court Building bounded by 18th Street, Vine Street, 19th Street and Wood Street and known as 1801 Vine Street as set forth in the map attached as Exhibit “A” (the “Property”), all under certain terms and conditions substantially similar to the term sheet attached as Exhibit “B.”
 
      SECTION 2.      Conveyance of the Property shall be conditioned upon the execution of the Economic Opportunity Plan attached as Exhibit “C.”
 
      SECTION 3.      The City Solicitor is hereby authorized to review and approve all documents and instruments necessary to effectuate the transaction authorized by this Ordinance, and to impose such terms and conditions on them as the City Solicitor may deem necessary and proper to protect the interests of the City of Philadelphia and to carry out the purposes of this Ordinance.
