THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

SECTION 1. Permission is hereby granted to Frankford Valley Foundation For Literacy ("Owner") to construct, own and maintain a right-of-way encroachment ("Encroachment") at 4300 Tacony Street, Philadelphia, PA, 19124 as follows:

Encroachment Description:

Existing Fence:
From a point at the northeast corner of the intersections of Tacony and Duncan Streets, a fence, extending approximately sixty (60) feet to the east, and two hundred and forty (240) feet to the west. Encroaching approximately five (5) feet into the northerly footway of Tacony Street, with seven (7) feet of clear sidewalk remaining.

Existing and Proposed Flag Poles:
A series of flag poles, extending along the entire parcel frontage of approximately eight hundred and fifty (850) feet, with spacing of approximately thirty (30) to thirty-five (35) feet on center. To be installed eighteen (18) inches from the face of the northerly curb of Tacony Street. Said flag poles to be mounted to a two foot by two foot (2'x2') reinforced concrete foundation.

Sidewalk Posts/Bollards:
Existing and proposed twelve inch (12") diameter reinforced concrete sidewalk posts/bollards, to be installed at approximately eleven feet (11'-0") on center, along the project frontage, and extending approximately three feet six inches (3'- 6") above the sidewalk grade. Said sidewalk posts/bollards to be mounted to a steel pipe and concrete foundation, extending approximately two feet (2'-0") into the northerly footway of Tacony Street.
