Title
Proposing an amendment to The Philadelphia Home Rule Charter relating to the creation of a new Department of Planning and Development, headed by a Cabinet-level Director, to oversee the City's planning, zoning, licensing, inspection, enforcement, and housing functions; continuing the existence of the City Planning Commission, Philadelphia Historical Commission, Zoning Board of Adjustment, Board of Building Standards, and Board of License and Inspection Review as boards or commissions in such new Department, with certain changes to the powers and duties of such boards and commissions; creating a new Intergovernmental Housing Commission in such new Department; and conforming other provisions of the Charter to such reorganization; and providing for the submission of the amendment to the electors of Philadelphia.

WHEREAS, Under Section 6 of the First Class City Home Rule Act (53 P.S. §13106), an amendment to The Philadelphia Home Rule Charter may be proposed by a resolution of the Council of the City of Philadelphia adopted with the concurrence of two-thirds of its elected members; and
WHEREAS, Council believes that The Philadelphia Home Rule Charter should be amended to create a new Department of Planning and Development, headed by a Cabinet-level Director, to oversee the City's development coordination, planning, zoning recommendation, and housing functions; NOW, THEREFORE, BE IT
RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That the following amendments to The Philadelphia Home Rule Charter are hereby proposed and shall be submitted to the electors of the City on an election date designated by ordinance:
