Honoring The Homeowners Association of Philadelphia on the occasion of their 60th Anniversary.

WHEREAS, The Homeowners Association of Philadelphia, better known as HAPCO, is a city-wide, non-profit, voluntary association of residential property owners and investors; and

WHEREAS, These owners and investors have joined together to advance the causes of private rights, equitable tenant-landlord legislation, education and positive management practices; and

WHEREAS, HAPCO's 3,000 plus membership own or manage forty percent of the City's
low and moderate income properties and units. HAPCO dedicates itself to the upgrading and preservation of the private housing stock for the people of Philadelphia and the fight against housing decay and abandonment; and

WHEREAS, HAPCO is also working to change the image of the landlord; caring about their tenants and the neighborhoods in which they reside; and

WHEREAS, The many recent accomplishments of HAPCO include working with PGW to assist in the development of the Landlord Cooperation Program; worked out a compromise to the City's lead paint testing law and assisted with the development of Rental Suitability certificates and guidelines; and

WHEREAS, As skilled entrepreneurs in the business of providing shelter, HAPCO provides responsible consultation in the development of the City's housing policies and programs, and opposes repressive legislation and regulations which affect owners and tenants alike; and

WHEREAS, HAPCO will continue to be the voice of residential property owners and investors, standing up for their rights and advancing their interests; now, therefore

RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That we hereby honor and recognize The Homeowners Association of Philadelphia, HAPCO, on the occasion of their 60th Anniversary.
