THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

SECTION 1. Title 16 of The Philadelphia Code is hereby amended as follows:
TITLE 16. PUBLIC PROPERTY.

CHAPTER 16-300. MAINTENANCE AND SUPERVISION.

§ 16-301. City Hall Aprons.

(1) [Automobile] Vehicle parking shall not be permitted on the aprons of City Hall designated as north side, east side and south side [in accordance with the following:] with the following exceptions:

(a) Vehicles operated by licensed contractors with a Contractor Parking Permit as defined by § 12-2902 of The Philadelphia Code may park on the apron when performing active work within City Hall, and with the approval of the Commissioner of Public Property.

(b) Vehicles operated by the Center City District or such successor entity with the responsibility of maintaining Dilworth Park.

(c) Other vehicles granted a permit by the Commissioner of Public Property for special purposes and for a period not to exceed thirty (30) days.

[(1) The Commissioner of Public Property shall within thirty (30) days prepare a plan for the allotment of spaces.

(2) Said plan shall have spaces allotted to the Mayor and no less than 20 spaces allotted to the Council on a 24 hour day basis.

(3) Each space shall be marked and identified for use by designated vehicles only.

(4)] (2) The entire area shall be designated a tow-away zone for unauthorized vehicles and subject to the regulations for such zones.

[(5)] (3) Sufficient identification shall be visible on each vehicle to [check the usage of] verify permission to park in such space.
