WHEREAS, Under Section 6 of the First Class City Home Rule Act (53 P.S. § 13106), an amendment to the Philadelphia Home Rule Charter may be proposed by a resolution of the Council of the City of Philadelphia adopted with the concurrence of two-thirds of its elected members; now, therefore, be it
 
RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That the following amendment to the Philadelphia Home Rule Charter is hereby proposed and shall be submitted to the electors of the City on an election date designated by ordinance:

§ 3-100.  Executive and Administrative Officers, Departments, Boards, Commissions and Agencies Designated.
 
The executive and administrative work of the City shall be performed by:

      (e) The following independent boards and commissions, which, except for the Board of Trustees of the Free Library of Philadelphia are hereby created:

§ 3-812. Commission on African American Males.
 
(a)      The Commission on African-American Males shall be composed of thirty members, selected as follows:
 
(1)      Thirty members appointed by the Mayor from constituencies that may include, but need not be limited to, representatives of government, business, education, labor, health, and service organizations.
 
(2)      At least three members shall be between the ages of 18 and 35 years old.
 
(3)      The Chair or Co-Chairs of the Commission shall be designated by the Mayor.
 
 
(b)      All initial appointments to the Commission shall be made within two months after the Commission is first created.
 
 
(c)      Vacancies on the Commission shall be filled within thirty (30) days.

CHAPTER 20
COMMISSION ON AFRICAN-AMERICAN MALES
 
§ 4-2000.  Powers and Duties.
 
(a)      The Commission on African-American Males shall advise and comment to the Mayor, the Council, and agencies and departments of the City on proposed ordinances, other legislative matters and policies which are of concern to African-American males in the City and shall exercise such other advisory powers and duties that Council may, from time to time, vest in it by ordinance.
 
      (b)      The Commission shall prepare an annual report on its activities, goals, and accomplishments and shall file this report with the Chief Clerk of the Council before March 31 of each year.
