WHEREAS, Since 1995 Ms. Frances M. Jones has served as the Assistant General Manager of Government Affairs for SEPTA where she became an expert in both City and State governmental issues; and

WHEREAS, Before joining SEPTA, Ms. Jones worked for The Center City District as Director of the Neighborhood Services Program and was also the Vice President of the Philadelphia Commercial Development Corporation. During that time Ms. Jones became very active throughout the City creating programs and services, often for low-income communities; and

WHEREAS, Ms. Jones served as Deputy Director of Commerce under Mayor W. Wilson Goode, Sr., working to build links between business, industry and City government; and

WHEREAS, Beyond her professional work, Ms. Jones has been very involved and deeply invested in the City of Philadelphia. She was the co-founder with Councilwoman Blondell Reynolds Brown of the "Women Making a Difference" event. She has also been a Trustee for the Berean Institute and on the Board of the Freedom Theatre and is currently a Board Member of City Year Philadelphia; and

WHEREAS, Ms. Jones often extends her expertise to a number of groups and non-profit organizations, including the Enon Tabernacle Baptist Church, where she serves as the Chair of External Affairs and has established an effective Public Relations and Marketing Ministry; and

WHEREAS, Ms. Jones has demonstrated her ongoing commitment to young professionals in her service as a mentor. By lending her personal guidance and support Ms. Jones has been instrumental in the lives of many; and

WHEREAS, Ms. Jones always identified education as a critical factor for her own success. She says her career was launched with the help of a good education, including a Bachelor's Degree in Elementary Education from Cheney Universit...
