Title
Providing for the submission to the qualified electors of the City of Philadelphia of the proposal set forth in the Resolution approved by City Council proposing an amendment to the Philadelphia Home Rule Charter so that there shall be established in the Legislative Branch of the City of Philadelphia Government the "Legislative Budget Office" by the addition of a new "Section 2-105" to "ARTICLE II LEGISLATIVE BRANCH - The Council - Its Election, Organization, Powers and Duties," "CHAPTER 1 THE COUNCIL;" renumbering current Sections 2-105 and 2-106; fixing the date for the special election for such purpose; prescribing the form of ballot question to be voted on; and authorizing the appropriate officers to publish notice and to make arrangements for the special election.

THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:
SECTION 1. There shall be submitted for the approval or disapproval of the qualified electors of the City of Philadelphia at the election to be held November 8, 2016, an amendment to the Philadelphia Home Rule Charter relating to be established in the Legislative Branch of the City of Philadelphia Government the "Legislative Budget Office," as contained in Resolution No. 160061, approved by Council on __________, 2016, and filed in the Office of the Clerk of Council.
SECTION 2. There shall be placed on the ballot the following question to be answered "Yes" or "No" by the qualified electors participating in the election:
Shall the Philadelphia Home Rule Charter be amended to establish in the Legislative Branch of the City of Philadelphia Government a Legislative Budget Office to improve the budget process by providing institutional expertise with access to primary records and information to inform the budget process, including the efficiency, economy, and effectiveness of government expenditures, as well as fraud, waste, and abuse.
