Title

Authorizing public hearings to evaluate the new Infrared Pothole Repair Process for possible future use in Philadelphia.

 

Body

WHEREAS, Potholes are a perennial problem in Philadelphia, causing much concern and frustration among the populace over safety and nuisance issues; and

 

WHEREAS, Pothole issues are compounded by increasing street usage of two-wheeled vehicles such as bicycles, scooters, and motorcycles, with more dire consequences; and

 

WHEREAS, There is a new Infrared Pothole Repair Process in which infrared rays are used to heat a pothole, softening the asphalt pavement into a hot mix, with the existing asphalt then being recycled and mixed with additional new hot asphalt, which when smoothed and compacted, creates a strong thermal bond between the repaired area and the surrounding road surface; and

 

WHEREAS, Compared to traditional pothole repair methods, the Infrared Pothole Repair Process creates a permanent patch with no seams, can be completed at any time of year (even the midst of Winter cold), is less disruptive since it requires one truck and two technicians, is one-third the cost, and is eighty percent more environmentally-friendly; and

 

WHEREAS, It would be advantageous to the City and to its populace to have the most economical, efficient, and effective pothole repair process; now, therefore, be it

 

RESOLVED, BY THE COUNCIL OF CITY OF PHILADELPHIA, That it hereby authorizes public hearings to evaluate the new Infrared Pothole Repair Process for possible future use in Philadelphia.
