Title

Approving the redevelopment contract of the Philadelphia Redevelopment Authority for the redevelopment and urban renewal of a portion of the West Philadelphia Redevelopment Area, identified by house number and street address as 4635-4637 West Girard avenue; and authorizing the Redevelopment Authority to execute the redevelopment contract with Global Leadership Academy Charter School and to take such action as may be necessary to effectuate the redevelopment contract.

 

Body

WHEREAS, In accordance with the provisions of the Urban Redevelopment Law, being the Act of May 24, 1945, P.L. 991, as amended and supplemented, the City Planning Commission of the City of Philadelphia has on August 20, 1963, certified the West Philadelphia Redevelopment Area as a redevelopment area and has completed a detailed redevelopment area plan for the West Philadelphia Redevelopment Area dated March 16, 1962, as amended (hereinafter “West Philadelphia”); and

 

WHEREAS, The Philadelphia Redevelopment Authority (hereinafter “Redevelopment Authority”) has prepared a redevelopment contract for a portion of West Philadelphia, identified by house number and street address as 4635-4637 West Girard avenue (the “Property”).  The area of the Property is bounded as follows:

 

4635-4637 West Girard avenue.

 

All that certain lot or piece of ground situate in the Fifty-second Ward of the City of Philadelphia beginning at the point of intersection of the northerly side of Girard avenue (eighty feet wide) with the northeasterly side of Merion avenue (fifty feet wide);  Thence extending north fifty degrees, two minutes, three seconds west along the said northeasterly side of Merion avenue, and partially crossing the head of a certain sixty feet wide drainage right-of-way, the distance of one hundred sixty and three hundred fifty-four thousands feet to a point;  Thence extendig north twenty-seven degrees thirty-five minutes, thirteen seconds east, passing partially through the bed of the said sixty feet wide drainage right-of-way, and also passing across the bed of a certain twelve feet wide passage way, the .distance of three hundred twenty-five and six hundred four thousands feet to a point of curve, said point being on the southerly right-of-way of Pennsylvania Railroad;  Thence extending along the arc of a circle, on the said southerly right-of-way of the Pennsylvania Railroad and also along the northerly side of the said twelve feet wide passage way, curving to the left, having a radius of seven thousand four hundred ninety-nine and two hundred seventy-four thousands feet, the arc length of seventy-nine and five hundred forty-nine thousands feet to a point;  Thence extending south five degrees,  fifty-one minutes, fifty seconds west, the distance of one hundred eighty-nine and one hundred seventy-one thousands feet to a point;  Thence south six degrees nineteen minutes, twenty-nine seconds west, the distance of one hundred sixty-one and seven-eight hundredths feet to a point on the said northerly side of Girard avenue; Thence extending south eighty-three degrees forty minutes, thirty-one seconds west, the distance of one hundred feet to the point of intersection with the said northeasterly side of Merion avenue being the first mentioned point and place of beginning.

 

The said redevelopment contract is in substantial conformity with the amended redevelopment area plan approved by Council; and

 

WHEREAS, Global Leadership Academy Charter School desires to enter into the said redevelopment contract for the Property.

 

RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That the redevelopment contract submitted by the Philadelphia Redevelopment Authority (hereinafter "Redevelopment Authority") for the redevelopment of that portion of the West Philadelphia Redevelopment Area, as hereinabove more particularly described, is hereby approved.  City Council authorizes the Redevelopment Authority to proceed with minor changes in substantial conformity with the hereby approved redevelopment contract.  The Redevelopment Authority is authorized to execute the hereby approved redevelopment contract with Global Leadership Academy Charter School (hereinafter "Redeveloper").  The Redevelopment Authority and the Redeveloper are authorized to take such action in substantial conformity to the redevelopment contract as may be necessary to carry it out.

 

RESOLVED, The Redevelopment Authority and the Redeveloper are authorized to prepare or cause to be prepared for introduction into the Council such ordinances or resolutions as may be necessary for changes in zoning, streets, alleys, public ways, street patterns, location and relocation of public utilities, and related items which are required in order to facilitate and effectuate the redevelopment contract.  Accordingly, the Council hereby declares that it will cooperate in helping to carry out the redevelopment contract and requests the various officials, departments, boards and agencies of the City having administrative responsibilities in the premises likewise to cooperate to such end and to exercise their respective functions and powers in a manner consistent with the redevelopment contract.
