Congratulating and Honoring Philadelphian Lt. Gen. Herbert Raymond "H. R." McMaster on his recent appointment as National Security Advisor to the President.

WHEREAS, Lt. Gen. H.R. McMaster was appointed National Security Advisor to the President on February 20, 2017; and
WHEREAS, Lt. Gen. H.R. McMaster was born in Philadelphia in 1962 and grew up in Roxborough. His family were parishioners of Immaculate Heart of Mary Parish and McMaster attended Norwood-Fontbonne Academy; and
WHEREAS, Lt. Gen. H.R. McMaster went to high school, at Valley Forge Military Academy graduating in 1980 and went on to earn a commission as a second lieutenant upon graduating from the United States Military Academy at West Point in 1984; and
WHEREAS, Lt. Gen. H.R. McMaster earned a Master of Arts and Ph.D. in American History from the University of North Carolina at Chapel Hill (UNC). His Ph.D. thesis led to his 1997 book “Dereliction of Duty.” The book questioned the U.S. government’s mishandling of the Vietnam War and earned him a reputation for being willing to speak truth to power; and
WHEREAS, Lt. Gen. H.R. McMaster commanded troops in both American wars in Iraq – in 1991, where he earned his first Silver Star and again in 2005-2006 where McMaster challenged then Secretary of Defense Donald Rumsfeld and devised a counterinsurgency strategy that led to the victory in the battle for the city of Tal Afar; and
WHEREAS, Lt. Gen. H.R. McMaster intends to remain on active duty while he serves as National Security Adviser; now, therefore, be it
RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That it hereby congratulates and honors Lt. Gen. Herbert Raymond "H. R." McMaster on his recent appointment as National Security Advisor to the President.
FURTHER RESOLVED, That an Engrossed copy of this resolution be presented to Lt. Gen. Herbert Raymond “H.R.” McMaster from the City of Philadelphia.
