THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:


SECTION 1. Title 12 of The Philadelphia Code is hereby amended to read as follows:

TITLE 12. TRAFFIC CODE.

CHAPTER 12-2700. PERMIT PARKING DISTRICTS.

§ 12-2711. Overtime Parking Prohibited.

(1) It shall be unlawful for any operator or owner to permit his or her vehicle to be parked in any parking space in a permit parking district beyond the legal parking limit without displaying a valid parking permit.

[§ 12-2711.] §12-2712. Rules and Regulations.

(a) The Department of Licenses and Inspections, Streets and Police shall promulgate rules and regulations relating to their respective obligations to implement and enforce the provisions of this Chapter.

(b) When promulgating rules and regulations, the Department shall make every reasonable effort to devise methods to preserve the integrity of the permit parking system.

[§ 12-2712.] §12-2713. Penalty.

(1) Any person violating any provision of this Chapter, except for a violation of § 12-2711, shall be subject to revocation of his or her permit and, upon summary conviction, be fined one hundred (100) dollars for each violation together with the costs of prosecution.

(2) Any person violating any of the provisions of Sections 12-2709 of this Chapter shall, in addition to the penalties set forth in Section 12-2717[2]3(1), be liable for payment of fines, costs and additional fees prescribed and assessed in accordance with the provisions of Chapter 12-2800 of this Title.

(3) Any person violating the provisions of Section 12-2711 shall be liable for payment of fines, costs and additional fees prescribed and assessed in accordance with the provisions of Ch...
