THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

SECTION 1. There shall be submitted for the approval or disapproval of the qualified electors of the City of Philadelphia at the Primary Election to be held May 15, 2018, an amendment to the Educational Supplement to the Philadelphia Home Rule Charter relating to the selection of the Members of the Board of Education. The proposed amendment is contained in Resolution No. 170967, approved by Council on _________, and filed in the Office of the Clerk of Council.

SECTION 2. There shall be placed on the ballot the following question to be answered "Yes" or "No" by the qualified electors participating in the election:

Shall the Educational Supplement to the Philadelphia Home Rule Charter be amended to restore local control by confirming the Board of Education's independent responsibility to administer the School District of Philadelphia, providing for public participation in the Educational Nominating Panel process, requiring Board of Education Members to be City residents, requiring City Council confirmation for appointment to the Board of Education and requiring the Board of Education to establish a Parent and Community Advisory Council?
