Title
Amending Section 9-605 of The Philadelphia Code, entitled "Towing," to revise certain requirements for participation in and provisions for administration of the rotational towing system, and to adjust the fees for tows in the rotational system; all under certain terms and conditions.

THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:
SECTION 1. Section 9-605 of The Philadelphia Code is hereby amended to read as follows:
§ 9-605. Towing.

(2) Definitions. In this Section the following definitions apply:

(f) Rotation System. A method of selecting a towing company from an authorized list for the purpose of towing a vehicle from one point to another. Once an assignment is made, and the assigned tow is completed, that towing company rotates to the bottom of the list.

(i) Enforcement Agency. [If a Memorandum of Understanding authorized by § 9-605(18) is in effect, the Philadelphia Parking Authority; otherwise, the] The Department of Licenses and Inspections, and such other agency as may be designated by the Managing Director.
(j) Rotational Tow Required Equipment. All of the following, provided that the Enforcement Agency may by regulation revise these requirements:
(.1) [Cell phone] Smartphone with access to the internet, and capable of supporting applications as directed by the Enforcement Agency.

(4) Rotation method of tow truck selection.

(c) Upon receipt of a completed application, and any other documents required by the Enforcement Agency, and upon a determination that the applicant is a licensed towing company, the Enforcement Agency shall add the applicant to the list of towing companies approved for rotational towing.
