Amending Section 9-601 of The Philadelphia Code, entitled "Garages, Parking Lots, Sales Lots and Sales Showrooms," to add requirements for sufficient staff for parking garages, parking lots, and valet services, under certain terms and conditions.

THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

SECTION 1. Section 9-601 of The Philadelphia Code is hereby amended to read as follows:

?9-601. Garages, Parking Lots, Sales Lots and Sales Showrooms.

(2) Public Garages.

(a) Licenses. No license shall be issued to conduct, operate or maintain any public garage unless:

(.9) the applicant provides evidence, satisfactory to the Department, that sufficient staff will be on the premises at all times to maintain good order and ensure the safety of employees and customers.

(3) Public Parking Lots.

(a) Licenses. No license shall be issued to conduct, operate or maintain any public parking lot unless:

(.9) the applicant provides evidence, satisfactory to the Department, that sufficient staff will be on the premises at all times to maintain good order and ensure the safety of employees and customers.

(5) Valet Parking Permit

(a) No person shall provide valet parking services at a particular location unless the person has obtained a Valet Parking Permit under this Section. A permit application shall be made on a form provided by the Authority, and shall be accompanied by a proposed Valet Parking Plan submitted in the form required by the Authority, which shall include the following:

(b) The Authority shall review the Plan in consultation with the Police Department, and the Department of Streets. The Authority shall approve the Plan if it finds that the Plan contains all information required by subsection ...
