THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:


SECTION 1. Section 3(f) of the Ordinance of March 1, 1963, entitled "An Ordinance authorizing the Board of Pensions and Retirement to enter into an agreement or agreements to administer employee retirement benefits for the Philadelphia Industrial Development Corporation, Passenger Services Improvement Corporation, Food Distribution Center, and the
Philadelphia Parking Authority, under certain terms and conditions," as amended, is hereby amended to read as follows (new matter is indicated by italics; deleted mater is indicated by brackets):

SECTION 3. The agreements to be entered into by the Board of Pensions and Retirement and the quasi-public agencies shall provide, in substance, as follows:

(f) All employees of the quasi-public agency, except those who are covered by a Retirement System set up by their collective bargaining units and, as set forth in paragraph (1) below, certain former employees of the Philadelphia Redevelopment Authority, shall participate in the program for retirement benefits upon the effective date of the signing of the contract between the agency and the Board of Pensions and Retirement. * * *

(1) Former employees of the Philadelphia Redevelopment Authority. A person who (a) was employed at the Philadelphia Redevelopment Authority (PRA) as of June 30, 2019; (b) was a participant in the PRA defined benefit Retirement Plan as of that date; and (c) commences employment at the Philadelphia Housing Development Corporation (PHDC) effective July 1, 2019; shall not participate in the program for retirement benefits authorized by this ordinance unless, by no later than July 31, 2019, such p...
