Amending Title 16 of The Philadelphia Code, entitled “Public Property,” to provide for the availability of a person trained in the use of defibrillators at all times during the use by permit or license of a City facility, under certain terms and conditions.

THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

 

SECTION 1.  Section 15-604 of The Philadelphia Code is hereby amended to read as follows:

§ 16-311.  Access to Life Sustaining Equipment in City Buildings and Facilities.

 

                     (1)  No permit or license for the use of any City building or facility, including but not limited to any park or recreation facility, library building, or government office building, shall be issued, if an automated external defibrillator is available in or at the facility, unless either:

 

                                          (a)  A City staff person, trained in the use of the defibrillator, will be on duty at all times during the use of the facility by the permittee or licensee; or

 

                                          (b)  The permittee or licensee certifies that a person associated with the permittee or licensee, trained in the use of the defibrillator, will be on the premises at all times with access to the defibrillator, during the use of the facility by the permittee or licensee.
