Title: June 19, 2019 TO THE PRESIDENT AND MEMBERS OF THE COUNCIL OF THE CITY OF PHILADELPHIA: I am hereby returning without my signature Bill No. 190255-A, which was passed by Council at its session on June 6, 2019. This bill would prohibit sidewalk sales in the entire Tenth Council District. As Council and my administration continue to work together to lower Philadelphia's poverty rate, we should not also be making it harder for Philadelphians, and specifically entrepreneurs, to find economic opportunity. This bill is antithetical to our shared goal of providing as many pathways as possible to lift disadvantaged Philadelphians out of poverty. While there may be legitimate need for prudent sidewalk sale prohibitions in certain portions of a council district, a blanket ban of an entire business model across an entire council district is not an example of measured and judicious policy making. I am hereby returning without my signature Bill No. 190255-A, which was passed by Council at its session on June 6, 2019. This bill would prohibit sidewalk sales in the entire Tenth Council District.
