Honoring and Recognizing Charles Francis Dougherty a Pennsylvania State Senator and a U.S. Congressman from Philadelphia, Pennsylvania.

WHEREAS, Charles Dougherty was born in Philadelphia June 26,1937 and attended St. Helena's School. He graduated from St. Joseph's Preparatory School in 1955; and
WHEREAS, He graduated from St. Joseph's College with a B.S. in Political Science in 1959 and did graduate work at the University of Pennsylvania from 1962-64. Charlie was a teacher at North Catholic High School from 1962-65. He conducted additional graduate work at Temple University in 1967. He was an assistant dean of the Community College of Philadelphia from 1966-70, and a high school principal from 1970-72; and
WHEREAS, He served in the United States Marine Corps Reserve 1957-77, active duty 1959-62. In 1965 to 1966 he was a special agent for the Office of Naval Intelligence, Department of the Navy; and
WHEREAS, Charles Dougherty served in the Pennsylvania State senate in the 5th Senatorial District representing Northeast Philadelphia 1972-1978. Senator Dougherty assisted in the creation of the Pennsylvania Department for the Aging; and
WHEREAS, State Senator Dougherty was elected to the Ninety-sixth and Ninety-seventh U.S House of Representatives from the 4th U.S. Congressional District - January 3, 1979 - January 3, 1983 and served on the Armed Services Committee. Congressman Dougherty's efforts in the rebuilding of U.S. Navy resulted in the refitting project of the U.S.S. Saratoga Aircraft Carrier at the Philadelphia Navy Yard; and
WHEREAS, Even after retirement, Mr. Dougherty remained active in many organizations and studies and was a mentor to many; now, therefore, be it
RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That hereby honor and recognize Charles Francis Dougherty .
FURTHER RESOLVED , That an Engrossed copy of this resolution be presented to Charles Francis Dougherty as evidence of this sincere sentiments of this legislative body....
