Title
Amending Chapter 20-1100 of The Philadelphia Code, entitled "Civil Service Preferences," to provide for a civil service preference for qualified graduates of Career Technical Education Programs in the School District of Philadelphia, under certain terms and conditions.

THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:
SECTION 1. Chapter 20-1100 of The Philadelphia Code is hereby amended to read as follows:

CHAPTER 20-1100. CIVIL SERVICE PREFERENCES

? 20-1102. Preference for graduates of Philadelphia Career Technical Education Programs.

(1) A graduate of a Career Technical Education ("CTE") program in the School District of Philadelphia shall be accorded a preference of five (5) points in all civil service entrance examinations.

(2) The graduate shall only be entitled to the preference during the thirty-six (36) month period from the date of their graduation from the CTE program.

(3) The preference shall apply equally whether the applicant graduated from a CTE high school or CTE program conducted within any other high school in the School District of Philadelphia.

(4) The preference awarded to graduates of CTE programs under this section shall not apply to applications for positions in the Police Department or the Fire Department. Nothing in this section shall be interpreted to modify any examination preference granted to applicants to the Police Department or the Fire Department under any other law or regulation.

(5) The Civil Service Commission shall implement this Section by regulation, provided that such regulations shall define "graduate" as any person who graduated from a CTE program as defined by the Office of Career and Technical Education of the School District of Philadelphia.


SECTION 2. This Ordinance shall take effect upon approval of an amendment to The Philadelphia Home Rule Charter authorizing the creation of this preference.
