THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

SECTION 1. There shall be submitted for the approval or disapproval of the qualified electors of the City of Philadelphia at the election to be held April 28, 2020, an amendment to the Philadelphia Home Rule Charter contained in Resolution No. 200042-A, approved by Council on February 13, 2020, and filed in the Office of the Clerk of Council.

SECTION 2. There shall be placed on the ballot the following question to be answered "Yes" or "No" by the qualified electors participating in the election:

Shall the Philadelphia Home Rule Charter be amended to create a Department of Labor, headed by a Cabinet-level Director, to enforce City laws that protect Philadelphia workers; to oversee labor relations, such as collective bargaining, with the City's unionized workforce; to investigate compliance with worker protections set forth in City contracts; and to manage programs concerning City employees; and to create a Board of Labor Standards to review and adjudicate matters arising from such work?

SECTION 3. The Clerk of Council is hereby directed to (i) certify to the Board of Elections, within five days of this Ordinance becoming law, a copy of this Ordinance and Resolution No. 200042-A; and (ii) to have printed in pamphlet form, in sufficient number for general distribution, the proposed amendment to the Philadelphia Home Rule Charter as set f...
