Amending Chapter 20-1100 of The Philadelphia Code, entitled “Civil Service Preferences,” to provide for a civil service preference for the children and grandchildren of members of the armed forces of the United States who were killed or who died in the line of duty, under certain terms and conditions.

THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

SECTION 1. Chapter 20-1100 of The Philadelphia Code is hereby amended to read as follows:

 

CHAPTER 20-1100. CIVIL SERVICE PREFERENCES

§ 20-1103. Preference for children and grandchildren of members of the United States armed forces.

 

(1)                     The child or grandchild of a member of the United States armed forces who was killed or who died in the line of duty shall be accorded a preference in all civil service entrance examinations to the same extent such preference is granted to veterans.

 

(2)                     The Civil Service Commission shall implement this Section by regulation, provided that such regulations shall define child or grandchild of a member of the United States armed forces to include natural and adopted children, stepchildren, and children to whom the servicemember stood in loco parentis.

 

SECTION 2. This ordinance shall take effect upon approval of an amendment to The Philadelphia Home Rule Charter authorizing the creation of this preference.
