TO THE PRESIDENT AND MEMBERS OF THE COUNCIL OF THE CITY OF PHILADELPHIA:

 

I am hereby returning without my signature Bill No. 200417, which was passed by Council at its session on October 29, 2020.  This bill requires a permit applicant that is not a person (e.g. an LLC) to provide the full names and addresses of the entity’s responsible officers and principal beneficial owners. This information would be listed in the application, Registered Community Organization notification letter, Zoning Board of Adjustment (ZBA) poster, posted permit, and work site signage.  As the Philadelphia City Planning Commission and Licenses & Inspections (L&I) explained to not only the bill sponsor, but also at the Committee hearing, this proposed change is significant. Upgrades to eCLIPSE, L&I’s permitting system, come at a substantial cost, while the bill will generate no additional revenue.  Furthermore, it will take time for eCLIPSE to be updated to allow for proper intake and distribution of the new information.  Despite this, my administration’s request to delay implementation until eCLIPSE can be updated, and its explanation for such request, went ignored.  As is, the bill leaves the ZBA poster as the applicant's responsibility, which could cause compliance issues.

 

For these reasons, I am returning without my signature, Bill No. 200417.
