Honoring and congratulating Frank Stephen Spera on the occasion of his retirement from the Pennsylvania State Police-Bureau of Liquor Control Enforcement.

 

Body

WHEREAS, Mr. Spera started with the Pennsylvania State Police-Bureau of Liquor Control Enforcement on October 19, 1998 where he has dutifully served both the State of Pennsylvania and the City of Philadelphia for over 22 years when he retires on July 23, 2021; and

 

WHEREAS, Mr. Spera is in charge of the Nuisance Bar Program for the Philadelphia Office where his job duties include; participating in numerous committees and task forces throughout the City, speaking at community events and meetings dealing with nuisance bars and the quality of life issues they present in their communities; and

 

WHEREAS, Mr. Spera was the Pennsylvania State Police's 2001 Liquor Enforcement Officer of the Year and the Pennsylvania State Police's 2015 Enforcement Officer of the Year, the Department's only 2 time winner of this award; and

 

WHEREAS, Mr. Spera has also volunteered for the last 7 years as a peer contact for the Pennsylvania State Police's Members Assistance Program assisting his fellow employees of the Department with personal and work related issues that they may be facing; and

 

WHEREAS, Mr. Spera has also volunteered as a camp counselor at the Pennsylvania State Police's Camp Cadet program from 2017-2019 when it was held at Girard College; and

 

WHEREAS, Mr. Spera volunteered on his own time at Ground Zero immediately after the 9/11 terrorist attacks in New York City in 2001; and

 

WHEREAS, Mr. Spera will be retiring at the level of Enforcement Officer 3 and will now be able to spend much more time with Karen, his wife, and their children Kaitlyn and William instead of hanging out at bars; now, therefore, be it

 

RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That it hereby honors and congratulates Frank Stephen Spera on the occasion of his upcoming retirement from the Pennsylvania State Police-Bureau of Liquor Control Enforcement.

 

FURTHER RESOLVED, That an Engrossed copy of this resolution be presented to Frank Stephen Spera, further evidencing the sincere respect and admiration of this legislative body.
