Title

Amending Chapter 6-200 of The Philadelphia Code, entitled “Preventative Medicine,” by adding a new section offering gift certificates to citizens and property owners of Philadelphia who received vaccinations for COVID-19 in order to incentivize immunizations against the disease; all under certain terms and conditions.

THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

 

SECTION 1. Chapter 6-200 of The Philadelphia Code is hereby amended to add a new Section as follows:

 

CHAPTER 6-200. PREVENTATIVE MEDICINE.

§ 6-216.  COVID-19 Vaccination Rebate Voucher Program.

 

   (1)   In order to ensure the health and well being of the residents of Philadelphia during the COVID-19 pandemic, the Department of Public Health shall establish a program, in conjunction with the Department of Revenue, to incentivize residents and property owners of Philadelphia to receive COVID-19 vaccinations.  The program shall, at a minimum, include the following:

 

      (a)   Gift certificates in the amount of $50 redeemable in a manner to be determined by the City;

 

     (b)                       Forms for residents and property owners of Philadelphia to verify residency and COVID-19 vaccination status; and

 

      (c)    Systems for the City to credit the holders’ respective account in the amount of the gift certificate.

 

  (2)    No  person shall receive more that one gift certificate under this section and the credit amount shall not exceed $50 per person. Immunizations must have occurred on or after the date of enactment of this section.

 

   (3)     The total number of gift certificates issued shall be capped at 100,000.  The gift certificates shall be issued on a first come, first served basis.

 

SECTION 2.  This Section shall sunset one year from enactment.
